Elchin Agakishiyev was one of the first citizens of Azerbaijan who signed the first employment contract with internationally recognized multinational corporation (BP Exploration) in 1992 year.

Mr. Agakishiyev, for the first time in the history of independent Azerbaijan, in 1994 year conducted a commercial audit in a commercial bank through companies providing professional services (Price Waterhouse), and in 1995 year, as the first Azerbaijani citizen, studied at one of the world-renowned business schools for master degree with a scholarship from the Ministry of Foreign Affairs of Great Britain (Warwick Business School). In 1999, for the first time in Azerbaijan, he established and managed the representative office of the private investment fund (Caucasus Fund) in Azerbaijan with the assets of 100 million US dollars. In 2002 year he obtained work permit in Britain under the UK Highly Skilled Migrant Visa for the first time in the history of independent Azerbaijan and among the first in the world. In 2003, he was appointed as the General Manager of one of the branches of a multinational telecommunication company in Azerbaijan, and in 2007, as the first citizen of Azerbaijan, he received an official job offer for the position of the General Manager of the branch office of Microsoft company in Azerbaijan.

Mr. Agakishiyev implemented IFRS standards at the group level during 2012-2013, increased the number of representative offices in Germany, concluded agreements on financial leasing with MB and BMW banks, and at the same time, during 2014-2015, created and managed the SABAH Groups project covering thousands of students, about 300 faculty staff and 11 universities, created and managed the MAARIFCHI student credit fund, participated in the management of private high schools covering thousands of students.

Mr. Agakishiyev supervised the financial, budget, administrative and economic functions of large state universities during 2015-2017.

During 2018-2019, Mr. Agakishiyev worked as the Deputy Director General in the Main Department of Economic Analysis of the Ministry of Taxes of the Republic of Azerbaijan, during 2019-2020 as the Head of the Main Department of Supervision of Declarations and Desktop Tax Audits of the Ministry of Taxes of the Republic of Azerbaijan, from September 2020 to March 2022 worked as the Acting Head and Head of the Main Department of National Revenues. Since March 2022, he has been working as an Adviser to the President of SOCAR.

Mr. Agakishiyev studied at the Azerbaijan Polytechnic Institute, on the specialization of Mechanical Engineer, and graduated with honors. He received a master's degree in International Procurement from the Institute of Procurement and Supply in London, UK in 1993, in Management in Nottingham, UK in 1994, and in Business in Warwick, UK in 1996-1997.
